Does the BIll:

ENABLE HEALTH CARE DOLLARS FROM EMPLOYERS AND TAXPAYERS TO FOLLOW THE PATIENT via substantially expanded Health Savings Accounts.

DEREGULATE HOW HEALTH CARE DOLLARS CAN BE SPENT to include short-term plans, direct-primary care, and other innovative arrangements in addition to traditional exchange and employer plans.

EXPAND THE SUPPLY OF MEDICAL SERVICES by repealing the ban on physician-owned hospitals, fixing the pro-hospital bias in federal payment policies, and pre-empting state CON laws and other barriers to opening new medical facilities.

REQUIRE PRICE TRANSPARENCY FOR ALL MEDICAL SERVICES. If the provider doesn’t show the price, the patient is exempt from paying the bill.

ALLOW PATIENTS TO PAY CASH for prescriptions, doctor's visits, and other medical services and have those payments count toward deductibles and out-of-pocket caps.
