Europe is not pulling its weight in paying for drug development, says Tomas Philipson

DAYS AFTER imposing tariffs on European drug exports this summer, Donald Trump wrote to the heads of 17 big pharmaceutical firms, demanding that American prices be brought into line with the lower prices paid abroad. He pledged to use “every tool” to stop Americans from paying more than patients elsewhere.
