MFP Battleground Survey: Voters View Lowering Insurer Premiums, Eliminating Fraud and Waste, and Addressing Denials of Care as Top Three Health Reform Priorities for President and Congress
Large Health Insurance Corporations Viewed as Biggest Culprit of Skyrocketing Health Care Costs, Voters Near Unanimous in Support for Major Reforms and Transparency Measures
Washington, D.C. – January 21, 2026 – The Most Favored Patient initiative (MFP), a project of Unleash Prosperity NOW, released a new battleground survey (1,000 LVs) conducted by McLaughlin & Associates, highlighting likely voters’ concerns related to rising health care costs, patient access issues, and potential reforms being considered by Congress and the Trump administration. MFP recently developed a public policy blueprint of proposed health care solutions, which were also tested as part of the poll.
The comprehensive survey comes in advance of testimony that is expected from the CEOs of many of the largest health insurance corporations at hearings scheduled in the U.S. House of Representatives this week. Key findings of the survey include:
66% rank the rising cost of health insurance as their greatest health care concern, followed by the quality of care they receive (18%), and the cost of medicines (6.5%).
71% of all voters have seen their own health care costs rise since the passage of the Affordable Care Act (ACA), regardless of whether they have ACA plans, employer-provided insurance, or other plans.
85% have specific affordability concerns in view of premiums, deductibles, and copays going up nearly 120% or more since passage of the ACA.
Equally, 81% of voters are uniquely concerned about waste, fraud, and abuse within the ACA program following reports of such failures costing taxpayers an estimated $20 billion or more each year.
Voters place the most blame for rising costs on big health insurers (39.4%), followed by Congress and the federal government (36.2%), drug companies (8.1%), and the rest on hospitals and corporate middlemen.
Voters highly support MFP aligned reforms, including full transparency in all health care costs (92.1%), enabling patients to buy medicines directly from drugmakers to bypass middlemen drug fees (91.4%), establishing greater penalties for insurer fraud and abuse (85.3%), and enabling families to pay cash when cheaper than insurance and having those costs count against insurer deductibles (82.7%).
In a major call to action, 69.7% of voters said they would be more likely to vote for a member of Congress who supports a health care reform agenda like MFP’s policy blueprint – policy solutions focused on greater accountability, competition, and transparency.
“For too long, insurance companies have manipulated government health programs and private sector coverage and prioritized profits over patients,” said Stephen Moore, MFP co-chair and co-founder of Unleash Prosperity Now. “Americans have spoken: It’s time for bold, market-based reforms that put patients first and hold big insurers and their middlemen accountable. President Trump is right. It’s time to rein them in and hold them accountable to families and taxpayers.”
“In view of today’s unaffordable premiums, deductibles, and co-pays, voters far and away view big insurers as the biggest driver of skyrocketing health care costs,” said pollster Jim McLaughlin of McLaughlin & Associates. “The findings are clear: voters agree with President Trump and expect Congress to right the ship by passing free-market, common-sense reforms to restore accountability, competition, and transparency to our health care system. The MFP reform blueprint is a far better alternative than simply throwing more money at big insurers and the failed Obamacare system, and elected officials would be wise to embrace it.”
