Free Market Economists Unveil Reform Checklist and Expanded Policy Blueprint to Help Policymakers Lower Skyrocketing Health care Costs Imposed by Big Insurers
Most Favored Patient Initiative Helping to Build Momentum and Expand Upon Key Health Care Reform Approach Being Led by President Donald Trump and Leaders in Congress
Washington, D.C. — December 5, 2025 — Today, the Most Favored Patient (MFP) initiative unveiled a health care reform checklist – a direct, no-nonsense criteria tool for policymakers to apply to potential reform measures – and an expanded policy blueprint with prescriptive solutions to help lower skyrocketing costs placed upon patients, seniors, taxpayers, and families by big health insurers. The key reform concepts being promoted by MFP come in the wake of long-running debates over ever-increasing insurance premiums, deductibles, copays, and access restrictions, which have made health care unaffordable and inaccessible for most Americans.
"This is the checklist we will use to judge any proposed health care bill," MFP co-chair and Unleash Prosperity Now co-founder Stephen Moore said.
Most Favored Patient Health Care Reform Checklist
Does the bill:
✅1) Enable health care dollars from employers and taxpayers to follow the patient via substantially expanded Health Savings Accounts.
✅2) Deregulate how health care dollars can be spent to include short-term plans, direct-primary care, and other innovative arrangements in addition to traditional exchange and employer plans.
✅3) Expand the supply of medical services by repealing the ban on physician-owned hospitals, fixing the pro-hospital bias in federal payment policies, and pre-empting state CON laws and other barriers to opening new medical facilities.
✅4) Require price transparency for all medical services. If the provider doesn’t show the price, the patient is exempt from paying the bill.
✅5) Allow patients to pay cash for prescriptions, doctor's visits, and other medical services and have those payments count toward deductibles and out-of-pocket caps.
“This reform checklist and policy blueprint provides government officials and lawmakers a clear-cut way to separate real accountability and transparency reforms from industry spin and lays out needed solutions aligned with President Trump’s commitment to making health care in America better, more accessible, and far more affordable,” said MFP co-chair Phil Kerpen. “The Trump Administration has already made great progress, and we hope that Congress can follow suit by adopting and passing a health care bill that meets these simple tests."
The MFP initiative, a project of Unleash Prosperity Now, is led by free market leaders Stephen Moore, Steve Forbes, Tomas Phillipson, and Phil Kerpen. The effort seeks to expand and build upon many of the reforms being advanced by President Donald Trump and other Congressional leaders. The newly announced reform checklist and policy solutions unveiled to follow upon the program’s initial blueprint released earlier this year and subsequent successes of the Trump Administration in helping to bring down drug prices by reining in insurer middlemen and forcing foreign nations to pay their fair share for U.S. innovations and labor.
